Tom Pelissero of NFL Network had the news Monday morning first:

Thomas had been talking for the past week with the Giants and a couple of other teams. He’s known more a special teams player with 55 total special teams tackles the last four seasons. and reserve safety.
He only started two of 13 games in 2017 making just 16 total tackles (including special teams) before ending the year on I.R. with a knee injury.
The former un-drafted Dolphins player originally came to the Dolphins off the 49ers practice squad in 2013 and worked his way onto the active roster. He was also voted a team captain for 2017.
The Giants are rebuilding everything after a 2-14 season and firing Ben McAdoo, and are looking to help their secondary depth.
